New York Note: ALERT: Governor Hochul Delays Congestion Pricing

June 5, 2024

Governor Hochul has directed the Metropolitan Transportation Authority to “indefinitely postpone” the implementation of congestion pricing in the Central Business District in Manhattan. She stated that implementing the program at this time risks “too many unintended consequences” and stated that “circumstances have changed” since the bill was passed five years ago. She indicated that the timing of implementation is not ideal, although she has supported congestion pricing in the past.

The board of the MTA finalized rules for the CBD on March 28, with the fees scheduled to begin on June 30. Drivers entering the CBD would pay up to $15 during peak hours. There are several pending lawsuits against congestion pricing in New York and New Jersey.

The MTA has so far declined to comment on this development from the Governor.
