WASHINGTON, D.C. – Cozen O’Connor Public Strategies is pleased to announce that Managing Director C. Towner French will lead its federal lobbying practice in Washington, D.C. A bipartisan government relations and communications firm with a presence at the federal, state, and municipal levels, Cozen O’Connor Public Strategies is an affiliate of Cozen O’Connor, an Am Law 100 firm.
In his new role, French will oversee the bipartisan federal lobbying team, focusing on driving strategic growth, optimizing team performance, and expanding the practice’s visibility and reach — both within the federal government and the private sector.
French has been a key contributor to the firm’s success since joining in 2021, playing an integral role in expanding the team’s subject-matter expertise across defense and aerospace, maritime, financial services, affordable housing, tax, transportation, natural resources, and foreign policy. His deep understanding of congressional processes and their intersection with the executive branch gives clients a critical advantage in navigating and advancing policy issues.
“Towner’s versatility, deep relationships on Capitol Hill, and strategic leadership make him the right person to lead our federal lobbying practice,” said Howard Schweitzer, CEO of Cozen O’Connor Public Strategies. “He has been a driving force in advancing client interests and strengthening the cohesion of our federal team. Under his leadership, we will elevate our bipartisan approach to problem-solving to new heights.”
Bringing 15 years of federal legislative and political experience, French previously served as deputy staff director of the U.S. House Committee on Rules, chief of staff to National Republican Campaign Committee Chair and Congressman Pete Sessions (R-TX), chief parliamentarian of the House Committee on Homeland Security, and chief of staff to Congressman Lincoln Diaz-Balart (R-FL). His insider knowledge of Capitol Hill, the White House, and legislative processes makes him an invaluable leader for the federal practice.
“I look forward to building on our team’s accomplishments and further positioning Cozen O’Connor Public Strategies as the premier bipartisan federal lobbying practice in Washington,” said French.
