About Jim
Jim has spent the past decade building a top-tier, bipartisan state and local government relations practice across the Commonwealth of Pennsylvania, with offices in Harrisburg, Philadelphia, and Pittsburgh. As a member of the firm’s multijurisdictional executive team, he has also been integral to its growth and geographic expansion into Illinois, Minnesota, Virginia, and New Jersey.
Whether it is stakeholder management, legislative advocacy, coalition building, or political strategy, Jim executes cohesive intergovernmental strategies to advance client goals in Harrisburg, leveraging strong relationships across both the executive and legislative branches. He advises Fortune 500 companies, mission-driven nonprofits, and high-growth startups across sectors including health care, energy, transportation, entertainment, emerging technology, cannabis, retail, insurance, construction, utilities, education, and finance.
His key legislative and regulatory victories have delivered significant statewide economic development benefits to the Commonwealth, including: securing a 30-year agreement with the U.S. Golf Association to bring major championships — including the U.S. Open — to Oakmont; advancing one of the largest incentive packages in the Governor’s Action Team’s history for CANPACK; and facilitating tens of millions of dollars in incentives for UPS to construct its fourth-largest national hub in Lower Swatara Township.
Prior to joining Public Strategies, Jim worked as a lobbyist at another Pennsylvania-based firm, Wojdak & Associates. He previously served as senior manager of public affairs for Wal-Mart Stores, Inc., where he represented the world’s largest retailer in discussions with the Governor’s Office, cabinet officials, and state legislators. In that role, he also managed new store growth initiatives and identified partnership and charitable giving opportunities across the Commonwealth. Before joining Wal-Mart, Jim served as an in-house lobbyist for Blue Cross of Northeastern Pennsylvania and earlier worked as a research analyst in the Pennsylvania State Senate.
Jim recently served as the Chairman of the Board of Supervisors in Glenburn Township and is a member of the Abington Area Joint Recreation Board.
A native of Lackawanna County, Jim graduated from Duquesne University in 1998. Jim also studied in the Health Care Administration Master’s Program at King’s College.
