Mamdani Appoints Executive Director of Mayor’s Office of Nonprofit Services

On Thursday, June 25th, Mayor Zohran Mamdani appointed Annie Elisa Minguez as the Executive Director of the Mayor’s Office of Nonprofit Services. Prior to her appointment, Minguez served in several leadership roles with family-oriented non-profit coalitions. She served as the Vice President of Government and Community Relations at Good Shepherd Services. Minguez will assume her role in July, and will work with hundreds of local nonprofit organizations to help implement the Mayor’s affordability agenda, focusing on housing, immigration, afterschool, and child welfare.

Rent Guidelines Board Approves Rent Freeze

In a seven-to-one vote, the New York City Rent Guidelines Board has approved a two-year rent freeze in about one million rent stabilized apartments. The freeze will apply to rent-stabilized apartments in buildings with six or more units built before 1974, as well as apartments in buildings that receive certain tax breaks or government subsidies, to new one- and two-year leases beginning between Oct. 1, 2026, and Sept. 30, 2027. This is the first freeze on two-year leases in the city’s history. The decision marks a major political victory for Mayor Zohran Mamdani, who appointed six of the board’s nine members and made freezing the rent a cornerstone of his mayoral campaign. Hours prior to the vote, property owner representative Christina Smyth, the sole board member appointed by Mayor Adams, resigned, citing the board as “compromised” by Mayor Mamdani’s rent freeze promise.
