About Joseph

Bringing experience across public service, public affairs, political campaigns, and education policy, Joe advances integrated government relations strategies across local, state, and federal levels. Based in Philadelphia and working closely with colleagues in Washington, D.C., New York and New Jersey, Joe helps clients navigate complex regulatory environments and coordinate advocacy efforts seamlessly across the Mid-Atlantic corridor.

Joe operates at the intersection of policy, politics, and public funding strategy, with a primary focus on representing clients before the City of Philadelphia and advising on executive branch engagement, legislative advocacy, coalition building, and political strategy. He represents Fortune 500 companies, nonprofit institutions, developers, and mission-driven organizations advancing projects in healthcare, energy, infrastructure, education, and economic development.

Prior to joining Public Strategies, Joe served as political director and deputy campaign manager for Governor Tom Wolf’s successful reelection campaign. He previously held multiple roles in the office of U.S. Senator Robert P. Casey, Jr., advising on matters before the Health, Education, Labor, and Pensions (HELP) Committee, including higher education policy and the reauthorization of the Elementary and Secondary Education Act (ESEA). He also served as director of public participation for the 2016 Democratic National Convention Committee in Philadelphia, leading engagement efforts with elected officials, civic leaders, and community stakeholders.

Earlier in his career, Joe was a Teach for America corps member in Wilmington, Delaware, where he taught middle school social studies and science. He graduated from Georgetown University with a Bachelor of Arts and lives in his native Philadelphia.
