PA Gubernatorial Debate, Governor Shapiro, Treasurer Garrity
Governor Josh Shapiro and Treasurer Stacy Garrity participated in their only debate of the 2026 gubernatorial election, covering topics including data centers, affordability and gasoline prices, healthcare, skill games, the state budget, public education funding and school choice, Israel, the measles outbreak and vaccinations, public funding for sports stadiums, election integrity and voter ID, and the death penalty . During the debate, Governor Shapiro criticized Treasurer Garrity’s alignment with President Donald Trump and her support for his recent federal tax and healthcare legislation, while Treasurer Garrity attacked the governor’s state spending and his handling of past staff controversies. The candidates also offered differing approaches to state issues like regulating skill games and managing AI data center development, as well as federal initiatives like whether to opt into the newly created federal Education Freedom Tax Credit. The debate occurred as recent polling forecasts a 60% to 34% lead of Governor Shapiro over Treasurer Garrity.

PA Legislature Misses Skill Games Deadline
The Pennsylvania legislature failed to pass a regulatory framework for skill games during its final scheduled voting session before an October 13 deadline, meaning the machines must be physically removed from businesses to avoid police confiscation and criminal charges. A last-minute legislative effort to attach a legalization amendment to an unrelated Senate bill was defeated when the House voted to uphold single-subject procedural rules. With lawmakers not scheduled to return to Harrisburg until October 19, a coalition of manufacturers and legislators has filed an emergency petition asking the state Supreme Court to extend the enforcement deadline until February 2027. In the absence of an extension or an unscheduled legislative session, distributors have already begun removing the devices, prompting several district attorneys to formally request clear statutory guidance on future enforcement and prosecutions.
PA Nicotine Vapes Regulation
Beginning October 19, Pennsylvania will ban the sale of most disposable vaporizers, vape juices, and electronic cigarettes under a new law that restricts the market to six approved manufacturers. The bipartisan legislation, designed to align state oversight with federal regulations and reduce youth access to illegal vapor products, requires retailers to sell only items listed in an official state directory, which currently includes select products from brands like Juul, NJoy, and Vuse. The Pennsylvania Attorney General’s office will begin targeted enforcement inspections when the law takes effect, subjecting noncompliant businesses to product confiscation, license suspension, and escalating fines of up to $1,500 per day for each unlisted product sold.

U.S. Treasury Secretary Bessent Promotes Trump Accounts in Harrisburg
U.S. Treasury Secretary Scott Bessent visited Harrisburg to promote Trump accounts, federal savings accounts designed to help children build savings for adulthood. All U.S. children are eligible, while children born between 2025 and 2028 will receive a one-time $1,000 Treasury contribution. Pennsylvania Treasurer Stacy Garrity and U.S. Representative Scott Perry (R-PA-10) highlighted the accounts’ potential benefits, while Pennsylvania Democratic Party Chair Eugene DePasquale criticized Representative Perry for promoting the Trump administration’s agenda. Secretary Bessent said the accounts are intended to supplement, not replace, Social Security.
DHS Reviewed PA Nonprofits in Noncitizen Voting Probe
The Department of Homeland Security (DHS) reviewed nonprofit organizations and millions of records as part of a nationwide effort to identify potential noncitizen voting and voter fraud. A June report from Homeland Security Investigations said 82 nongovernmental organizations had been reviewed in Pennsylvania, with some organizations flagged for further investigation and officials considering the potential use of undercover agents. The reports also show DHS analyzed records from U.S. Immigration and Customs Enforcement (ICE), the Department of Justice, and other sources, including more than 26,000 ICE-derived records prioritized for additional vetting across Pennsylvania and several other states. The effort comes amid broader federal scrutiny of voter records and nonprofit voter registration activities ahead of the 2026 midterm elections.
