Cozen O’Connor Public Strategies Adds Mikecia Witherspoon as Principal in Philadelphia

PHILADELPHIA, April 27, 2026 — Cozen O’Connor Public Strategies, the bipartisan government relations and communications affiliate of international law firm Cozen O’Connor, today announced the addition of Mikecia Witherspoon as principal in its Philadelphia office.

“Mikecia has spent her career at the intersection of government, higher education and community institutions, having recently represented a U.S. senator across eastern Pennsylvania,” said Howard Schweitzer, CEO of Cozen O’Connor Public Strategies. “That breadth of experience is exactly what our clients need, and we’re fortunate to have her.”

Witherspoon brings more than a decade of experience in local, state and federal government relations, public policy and strategic communications. In her new role, Witherspoon will support the firm’s Pennsylvania practice and strengthen its ability to serve clients across the region.

“I’ve spent my career working to solve problems for Pennsylvania’s communities and institutions, and I’m excited to do that now on behalf of the firm’s clients,” Witherspoon said. “Cozen O’Connor Public Strategies has built a first-rate team, and I’m proud to be part of it.”

Witherspoon most recently served as eastern regional director for Sen. John Fetterman (D-Pa.), where she led outreach and engagement across the 20 counties of eastern Pennsylvania, advised municipalities and nonprofits through the federal appropriations process and represented the senator before civic leaders, nonprofit executives, and local and state elected officials.

Previously, she served as government relations officer at Community College of Philadelphia, reporting directly to the president and leading the development and implementation of legislative and government relations strategies for the institution. Her background also includes roles with the Philadelphia mayor’s office, the Kenney for Mayor campaign and the Penn Institute for Urban Research at the University of Pennsylvania.

Witherspoon earned a Master’s in Public Administration from the Fels Institute of Government at the University of Pennsylvania and a Bachelor of Arts in Political Science from Bryn Mawr College.
