Pennsylvania Perspective Special Edition: State House, Senate Elect Leadership

This week, the state House Democratic, House Republican, Senate Republican, and Senate Democratic Caucuses elected leadership for the 2025-26 Session. While last week’s elections will bring a few fresh faces to the General Assembly, majority control of the chambers remains the same. A summary of leadership selections follows.

State House

Democratic Leadership (102 members)

  • Speaker: Rep. Joanna McClinton (Philadelphia/Delaware) has been reelected to this position. She has been a member since 2019.
  • Majority Leader: Rep. Matt Bradford (Montgomery) has been reelected to this position. He has been a member since 2009.
  • Majority Whip: Rep. Mike Schlossberg (Lehigh) will succeed Rep. Dan Miller (Allegheny), who did not seek reelection to this position. Rep. Schlossberg has been a member since 2013 and more recently served as Caucus Chair.
  • Majority Appropriations Chair: Rep. Jordan Harris (Philadelphia) has been reelected to this position. He has been a member since 2013.
  • Caucus Chair: Rep. Rob Matzie (Beaver) will succeed Mike Schlossberg (Lehigh), who was elected Majority Whip. Rep. Matzie has been a member since 2008 and most recently served as Majority Chair of the House Consumer Protection, Technology & Utilities Committee.
  • Caucus Secretary: Rep. Tina Davis (Bucks) has been reelected to this position. She has been a member since 2011.
  • Caucus Administrator: Rep. Leanne Krueger (Delaware) has been reelected to this position. She has been a member since 2015.
  • Policy Chair: Rep. Ryan Bizzarro (Erie) has been reelected to this position. He has been a member since 2013.

Republican Leadership (101 members)

  • Minority Leader: Rep. Jesse Topper (Bedford/Fulton) will succeed Rep. Bryan Cutler (Lancaster), who did not seek reelection. He has been a member since 2013 and most recently served as the Republican Chair of the House Education Committee.
  • Minority Whip: Rep. Tim O’Neal (Washington) has been reelected to this position. He has been a member since 2018.
  • Minority Appropriations Chair: Rep. Jim Struzzi (Indiana) defeated Rep. Seth Grove (York), who had been seeking reelection to this position. Rep. Struzzi has been a member since 2019 and has not previously served as a committee chair.
  • Caucus Chair: Rep. Martina White (Philadelphia) will succeed Rep. George Dunbar (Westmoreland), who will be retiring at the end of the 2023-24 session. She has been a member since 2015 and has formerly served as Caucus Secretary.
  • Caucus Secretary: Rep. Clint Owlett (Tioga/Bradford) will succeed Rep. White, who was elected Caucus Chair. Rep. Owlett has been a member since 2018.
  • Caucus Administrator: Rep. Sheryl Delozier (Cumberland) has been reelected to this position. She has been a member since 2009.
  • Policy Chair: Rep. David Rowe (Juniata/Mifflin/Snyder/Union) will succeed Rep. Josh Kail (Beaver/Washington), who unsuccessfully ran for Leader. Rep. Rowe has been a member since 2019 and has not previously served as a committee chair.

State Senate

Republican Leadership (28 members)

  • President Pro Tempore: Sen. Kim Ward (Westmoreland) has been renominated to this position. She has been a member since 2009.
  • Majority Leader: Sen. Joe Pittman (Armstrong/Indiana/Jefferson/Westmoreland) has been reelected to this position. He has been a member since 2019.
  • Majority Whip: Sen. Ryan Aument (Lancaster) has been reelected to this position. He has been a member since 2014.
  • Majority Appropriations Chair: Sen. Scott Martin (Berks/Lancaster) has been reelected to this position. He has been a member since 2016.
  • Caucus Chair: Sen. Kristin Phillips-Hill (York) has been reelected to this position. She has been a member since 2018.
  • Caucus Secretary: Sen. Camera Bartolotta (Beaver/Greene/Washington) has been reelected to this position. She has been a member since 2014.
  • Caucus Administrator: Sen. Lisa Baker (Luzerne) has been reelected to this position. She has been a member since 2006.
  • Policy Chair: Sen. Dan Laughlin (Erie) has been reelected to this position. He has been a member since 2016.

Democratic Leadership (22 members)

  • Minority Leader: Sen. Jay Costa (Allegheny) has been reelected to this position. He has been a member since 1996.
  • Minority Whip: Sen. Tina Tartaglione (Philadelphia) has been reelected to this position. She has been a member since 1994.
  • Minority Appropriations Chair: Sen. Vince Hughes (Montgomery/Philadelphia) has been reelected to this position. He has been a member since 1994.
  • Caucus Chair: Sen. Maria Collett (Montgomery) defeated Sen. Wayne Fontana (Allegheny), who had been seeking reelection to this position. Sen. Collett has been a member since 2018 and most recently served as Caucus Secretary.
  • Caucus Secretary: Sen. Steve Santarsiero (Bucks) will succeed Sen. Collett, who was elected Caucus Chair. Sen. Santarsiero has been a member since 2018/2008 and most recently served as Minority Chair of the Senate Judiciary Committee.
  • Caucus Administrator: Sen. Judy Schwank (Berks) has been reelected to this position. She has been a member since 2011.
  • Policy Chair: Sen. Nick Miller (Lehigh) defeated Sen. Katie Muth (Montgomery), who had been seeking reelection to this position. He has been a member since 2022 and most recently served as Minority Chair of the Senate Finance Committee.
